Concern over dumping.

I don't understand why individual are getting away with dumping on our roadways.  Near the train overpass on West Rogues Path, south of Woodbury Road, there is debris, political signs, and other garbage in a huge pile.  I have called the town highway department three times about this eyesore to no avail.  There is also a sign for adopt a road by the Cold Spring Heights Civic Association there 10 feet from the piles. There is also no dumping signs.  Why can't no dumping be enforced?  Am I the only one that is bothered by this?  Anyone who travels down West Rogues Path to Woodbury Road goes by this disgrace.
