Car work on public streets??

Ideal Cheese has now set up a temporary mechanic on the public street running from New Street to Green Street. It's a horrible, broken-down van, a tent, tools, and cardboard covered in oil. It's been set up for 3 days (again on public property); it's a horrible eye sore, and is making the area look trashy. Is this kind of work even allowed on public streets?? Who can I complain to?
