Barking Dog

Help! I'm losing my mind because a neighbor's large, loud dog barked incessantly from 7 till after 11 last night and is at it again this morning. I finally called the police after 2 hours last night and again an hour late but they never came. Understandable given all they have on their plate but I'm at a loss as to what to do. Reverse phone directory has no listing for this house and I'm not about to enter the yard where this dog roams to knock on the door. I'm jumping out of my skin. This violates town noise ordinance but if police don't respond what do I do? Any ideas?
