LUPINACCI INTRODUCES LEGISLATION TO DISTRIBUTE ELECTORAL COLLEGE VOTES BY CONGRESSIONAL DISTRICT LINES

Assemblyman Chad Lupinacci (R,C,WF,I-Huntington Station) recently introduced legislation to modernize the way Electoral College votes are distributed in New York State. Under the proposal, New York’s 29 Electoral College votes would be broken up by congressional districts, with two of these votes being cast for the overall winner in the state.

 

“Many of New York’s voters feel they have little say in the presidential election system due to the small amount of time spent by presidential candidates in New York, especially outside of Manhattan,” said Lupinacci. “Under this proposal, voters in each congressional district would have the chance to cast an electoral vote for the presidential candidate who wins in that district. This proposal is being used successfully in Maine and Nebraska. I urge my colleagues to review the proposal and act quickly, before the 2016 election cycle begins.”

Under the legislation, one elector would be chosen from each congressional district to cast an Electoral College vote for the president and vice-president. The elector would be chosen based upon the candidates who received the highest total votes in that congressional district. Two electors would also be chosen at large based upon the total votes cast in the state. This model is already used to cast Electoral College votes in Maine and Nebraska and has been proposed in Virginia and several other states.
